Position Objective

This position will manage and support the Positive Train Control (PTC) department and the Deputy Director of PTC SI with the management of design tasks, project schedules, configuration control and administrative tasks for the installation, testing, and maintenance of future in-house updates to the PTC Wayside subsystem.             

Responsibilities

  • Provide support in both the Design and Construction Phase of projects by assisting in the preparation of project plans, coordination of the wayside project team tasks, the review of design submittals, drawings, site plans and the scope of design changes.

 

  • Track project progress by updating the following reports: Product Version Information reports, Verification and Validation reports, Compare reports, Factory Acceptance Test reports, Post Installation Check-Out reports, Field Test reports, Software Release notes, and Safety reports.

 

  • Establish test cases and oversee the testing of design changes to the PTC wayside subsystem using the PTC Lab.

 

  • Manage projects by overseeing and managing the project schedule, ensuring correct budget projections, and handling personnel and procurement issues are handled to keep projects operating on schedule.

 

  • Manage files and documents related to PTC projects, including accessing contractor SharePoint information to secure and distribute necessary files to the project team and manage project related design documents by ensuring all necessary files are current, properly filed and stored on Alfresco and OneDrive.

 

  • Monitor the PTC Maintenance Train Alarms for potential wayside failures including missing transponder reports and dispatch force account support to address issues when necessary.

 

 

Required Qualifications

  • Extremely strong written (grammar/punctuation/proofreading) and oral communication skills.
  • Precise ability to perform high-volume work both independently and accurately in a high-profile/high-stress environment.
  • Attention to detail.
  • Strong background in communications/network engineering.
  • Strong organizational skills as well as experience managing and resolving complex problems.
  • Knowledge of or ability to learn Metro-North policies and procedures and curriculum.
  • Familiar with or ability to learn FRA/Signal/Engineering related correspondence/forms/applications.
  • Strong working knowledge of Microsoft Office, Power Point and/or comparable applications.
  • Excellent negotiation skills to successfully execute cooperation from all participants in the PTC environment.
  • Strong interpersonal skills with the ability to interact with internal departments and outside agencies.
  • Strong railroad knowledge.
  • Must be able to maintain an extremely high level of confidentiality and exhibit discretion as needed.
  • Must be able to participate in and support Metro-North Railroad’s Safety Program.
  • 24-hours 7 days availability required.

 

 

Required Education and Experience

 

  • Bachelor’s degree in Engineering or a related field. Demonstrated equivalent education, experience and/or technical credentials to include four (4) additional years of related experience may be considered in lieu of degree.
  • Minimum of five (5)  years of experience encompassing – Railroad Operations, Communication and Signal Systems, Systems Engineering, business and administrative tasks
  • Minimum of three (3) years of experience managing staff and/or projects

This is a federally regulated position, and is subject to toxilogical testing.Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”). Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.

Selection Criteria

Due to the competitive nature of the selection process, not all qualified candidates who meet the minimum requirements for the position are guaranteed an interview. Metro-North may also require the applicant to undergo a physical ability test, and, if the Company extends a conditional offer, may require him or her to undergo a medical examination, which may include toxicological testing. Failure to pass any step within the hiring process will result in the disqualification of your application.

Additional Criteria for Current Employees: Current Metro-North employees must be in active service to be eligible for consideration. Agreement Employees applying for a position outside of their present craft are required to have worked in your current union for at least one (1) year preceding the Application Deadline to be eligible to apply for a posted position, and have completed the agreed upon formal training commitment, including on-the-job training or lock-in requirement, if applicable (for example: Signal Trainee, Foreman-In-Training, etc.). If you are transferring to another craft, you may be required to forfeit your seniority in your present union. Non-agreement employees must have worked in your current position for a minimum of one (1) year preceding the Application Deadline. Along with a background investigation (including but not limited to, employment, education, and criminal history), employees are also subject to an internal investigation, which includes an evaluation not limited to discipline records and performance assessments.
