Salary Range: $123,395 - $177,380 (Exec – 1040)
Summary:
The Contracts and Material Control Officer is responsible for the management and oversight of all centralized New York City Transit Department of Buses ("DOB") and MTABC 3rd Party vendor contracts that support bus administrative and operating departments. The position is required to perform executive procurement duties on behalf of Buses, including bids evaluations, debarring vendors when appropriate and developing emergency contracts for essential operations or for unforeseen circumstances. Additionally, the position oversees Material Control which includes the set-up of parts into NYCT inventory systems, parts salvage and tracking of core utilizations and returns.
Responsibilities:
• In conjunction with BSC, develop the scope of work for third party contracts to be awarded. Ensuing that the purchase of materials and services on behalf of DOB/MTABC is consistent with the legal and statutory requirements set forth in the MTA All Agency Guidelines, New York State Public Authorities Law, and the MTABC Procurement Policy.
• Providing continuous management oversight and decision-making for the vendor supply chain process with respect to required materials, supplies, equipment, and services for MTABC and DOB.
• Procurement planning for value-based business decisions and improvement of Bus operations, including negotiation of contract terms such as liquidated damages, warranties, and indemnifications.
• Supporting pre-award and post-award activities, including bidder inquiries, site visits, responsibility determinations, and representation of MTABC and DOB at vendor forums.
• Evaluating and mitigating business and financial risks associated with complex procurements and related projects, including determining the most appropriate allocation of risk between the MTA and the Contractors.
Education and Experience:
A baccalaureate degree from an accredited college with a major in Business Administration, Accounting, Public Administration, or a satisfactory equivalent; and ten (10) years of relevant experience, with at least five (5) years of which must have been in a Supervisory/Managerial capacity.
Desired Knowledge, Skills, and Abilities:• Experience in governmental procurement, including awarding and managing contracts having a substantial value.
• Experience to evaluate and manage financial and business risks, perform executive procurement duties, and revise MTABC Procurement Policies consistent with the legal and statutory requirements set forth in the MTA All Agency Guidelines, New York State Public Authorities Law, and the MTABC Procurement Policy.
