Job Title: Project Management Specialist Level 1-3

Salary Range:         Level 1 - $84, 104 - $117,746

Level 2 - $89,941  - $125,918

Level 3 - $96,634  - $135,288

Dept/Div: Information Technology Resources and Marketplace

Supervisor: Deputy Chief, Planning, Analysis & Resource Management

Location: 2 Broadway and other locations as required

Hours of Work: 9:00 AM -5:30 PM (7.5 hours/day) or as required.


This position is eligible for telework. New hires are eligible to apply 30 days after their effective date of hire.

 

Summary:

 

 The purpose of this position is to direct resources to achieve project objectives and ensure effective integration of new systems and technologies, while meeting project time and budget requirements. This position may provide direction to junior staff members, and is responsible for people and resource oversight in the context of projects managed. Manages projects that can involve the expenditure of up to several million dollars annually.

 

 

Responsibilities:

 

Level 1

 

For smaller size projects/ programs or components of larger projects/programs, leads the project or program team through the project or program lifecycle process.  Develops project or program plans and manages resources, project or program schedule and budget to meet deliverables. 

Participates in the analysis of vendor proposals, providing detailed analysis (such as ROI, business risk assessment) to management for review to assist in the evaluation of build versus buy.

Tracks, monitors and develops reports on project performance against expectations across multiple projects to determine effectiveness and profitability.

Ensures all deliverables and commitments are met and the project is in compliance with relevant standards, laws, regulations and methodologies.

Can assist in organizing stage gate reviews with key stakeholders and sponsors

Typically leads a component of a project or program or manages small sized projects.

Leverages change control forms to manage project changes throughout the project or program life cycle

Establishes mechanisms to track project or program success and to ensure that business benefits are realized.

 

Level 2

Same as Level 1 with the following additional responsibilities:

 

  • For larger or more complex projects, leads the project or program team through the project or program lifecycle process.  Develops project or program plans and manages resources, project or program schedule and budget to meet deliverables. 
  • Leads the development of RFP/RFIs.
  • Conducts feasibility, risk, regulatory compliance, and ROI analyses for proposed projects as needed.  Presents a recommendation related to project feasibility.
  • Ensures all deliverables and commitments are met and the project is in compliance with relevant standards, laws, regulations and methodologies.
  • Establishes or clarifies project or program scope and business objectives with CAM and business clients to ensure quality, accuracy and delivery time.
  • Interfaces with project or program sponsors and other stakeholders to manage expectations, provide status updates on project or program and discuss concerns. Is accountable for ensuring resolution of concerns/issues.
  • Conducts or assists in preparing for stage gate reviews with key stakeholders and sponsors
  • Leverages change control forms to manage project changes throughout the project or program life cycle
  • Establishes mechanisms to track project or program success and to ensure that business benefits are realized.

 

 

Level 3

Same as Level 2 with the following additional responsibilities:

 

  • Leads the project and/or program team through the project and/or program lifecycle process.  Develops project and/or program plans and manages resources, project and/or program schedule and budget to meet deliverables. 
  • Leads the development of RFP/RFI process, leveraging his/her team to best meet business needs.
  • Conducts feasibility, risk, regulatory compliance, and ROI analyses for proposed projects as needed.  Presents a recommendation related to project feasibility.
  • Ensures all deliverables and commitments are met and the project is in compliance with relevant standards, laws, regulations and methodologies.
  • Establishes or clarifies project or program scope and business objectives with relationship managers and/or business clients to ensure quality, accuracy and delivery time.
  • Interfaces with clients and management to manage expectations, provide status updates on project or program and discuss concerns. Is accountable for ensuring resolution of concerns/issues.
  • Integrates the work of large teams and multiple vendors to deliver project or program success and ensure benefits realization.
  • Conducts stage gate reviews with key stakeholders and sponsors 

 

Qualifications:

 

Level 1

 

  • Establishes project or program resource requirements during lifecycle of projects or programs; reallocates resources as needed. Proactively manages potential conflicts between project or program quality, timeline, and cost considerations. 
  • Determines optimal project or program resources required, under some guidance.  
  • Identifies obstacles encountered during the project or program and strategies to address them and identifies project or program risks and mitigation strategies
  • Selects tools and methodologies for projects or programs, within established guidelines.
  • Works independently on most standard project or program-related issues, determining a course of action and informing team members, but seeks guidance on non-standard issues or when problems arise.
  • Can approve financial expenditures within their limit of authority as required for project or program resources.
  • Negotiates and commits to deliverables with business partner(s) and project or program team, under guidance
  • Incumbent should adhere to and be guided by all appropriate MTA IT procedures and standards (e.g. project management methodology, systems development lifecycle, service level agreements).
  • Direct manager provides guidance on appropriate MTA policies and procedures.
  • Technical leadership may provide direction on specific tools and approaches to be used for an assignment.
  • Vendors may provide support and technical direction, as appropriate

 

Level 2

Same as Level 1 with the following additional qualifications:

 

  • Determines optimal project or program resources required.
  • Leads the assessment of the technical and economic feasibility of proposed solutions including ROI and other financial analyses.
  • Designs the optimal project or program team structure and roles that will ensure the delivery of project or program results.
  • Participates in negotiations with vendors and managing vendors in their work. 
  • Ensures that business objectives are achieved through the project or program, in partnership with the business.
  • Negotiates and commits to deliverables with business partner(s) and project or program team. 

 

Level 3

 Same as Level 2 with the following additional qualifications

  • Manages the project/program schedule with a comprehensive understanding of the critical path and recommends schedule changes to address schedule control issues as needed.
  • Addresses unusual and non-recurring problems by devising approaches to assess the situation, developing and testing options, and introducing new procedures or tools, as necessary.
  • Analyzes complex business strategies and competitive issues, discerning their implications for multiple initiatives and project portfolio management.     
  • Contributes to long-term resource plans for the project or program management function.
  • Redesigns the project or program team continually, including the roles and skills required, as the project or program evolves, to ensure the delivery of project or program results.
  • Provides recommendations for investment in new products and business solutions, supported by appropriate ROI, total cost of ownership, and/or cost benefit analyses.
  • Negotiates terms and conditions with vendors and manages vendors in their work

 

Education and Experience

 

Level 1

  • Typical candidates will possess 3+ years of relevant experience and BS in Computer Science or related fields or equivalent experience or an M.S. and 1+ years of relevant experience.   Project management certification desirable
  • Possesses proficiency within one or more IT areas or disciplines, typically working independently within their area of technical/functional expertise, and able to come up to speed quickly in other areas of expertise relevant to the success of the project or program.

Level 2

  • Typical candidates will possess 5+ years of relevant experience and BS in Computer Science or related fields or equivalent experience or an M.S. and 3+ years of relevant experience.  Project management certification is strongly recommended.
  • Possesses expertise within one or more IT areas or disciplines, working independently within their area of technical/functional expertise, and is able to assess and guide the technical contribution of project or program team members.  

 

Level 3

  • Typical candidates will possess 7+ years of relevant experience and BS in Computer Science or related fields or equivalent experience, or an M.S. and 5+ years of relevant experience.  Project management certification is strongly recommended.
  • Possesses a proven track record in developing and mentoring effective project or program managers in delivering large, complex projects or programs
