HOURS OF WORK:9:00 am - 5:30 pm (7 1/2 hours/day)

SUMMARY:
Job is responsible for performing financial/accounting functions to correctly report subsidies income, and analysis of financial statement accounts, e.g., intercompany and others. Position will review and perform analysis of GASB 87 Lease Accounting for NYCT and MaBSTOA and is also responsible for the annual Federal Transportation Administration financial reporting.
RESPONSIBILITIES:
- Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
- Manage the recording and analysis of various subsidy income sources for accuracy and completeness for quarter and year-end financial statement reporting.
- Manage the data gathering, reconciliation and confirmation of NYCTA and MABSTOA intercompany accounts with all other agencies for quarterly and year-end financial statements consolidation.
- Manage the preparation, filing and audit of the annual NYCT’s National Transit Database (NTD) report. Lead the data gathering and preparation of the financial statements section in compliance with the Federal Transportation Administration requirements.
- Coordinate with OMB on payroll-related accruals and settlement of retroactive wage accruals and serve as point of contact with Labor Relations on accounting related matters.
- Manage monthly settlement/payment of inter-agency balances with all agencies.
- Manage the review and processing of health and welfare transactions for NYCT and MaBSTOA.
- Other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES
- Experience working with Governmental Accounting Standards Broads (GASB) pronouncements.
- Must have knowledge of PeopleSoft or comparable ERP system.
- At least 3 years in a managerial and/or leadership role.
- Excellent communication and interpersonal skills.
- Excellent organizational and presentation skills.
- Demonstrated ability to work with all internal levels within a given organization.
- Demonstrated ability to communicate and interact well with external agencies. External agencies may include the Federal Transit Administration, Governor’s Office for New York State, New York City government, elected and other public officials, as well as any staff located at other federal or state agencies or authorities.
- Demonstrated ability to work in a high profile, high pressure environment effectively.
- Demonstrated ability to communicate effectively with key internal and/or external stakeholders.
- Must have strong managerial skills to effectively direct a staff of professional and technical employees in implementing the short- and long-term goals and direction for the area of responsibility.
- Demonstrated ability to complete short- and long-term projects effectively and as efficiently as possible.
- Demonstrated analytical capabilities and quantitative skills.
- Demonstrated proficiency in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook
EDUCATION AND EXPERIENCE:
REQUIRED:
- Bachelor’s degree in Business, Accounting, Finance or a related field or an equivalent combination of education and experience from an accredited college may be considered in lieu of a degree.
- Minimum 7 years related experience.
- Proficient written and verbal communication skills.
- Hands on experience with PeopleSoft General Ledger and Finance Modules.
- Strong working knowledge of Microsoft Excel and Word.
- Thorough knowledge of Internal Control requirements
- Demonstrated supervisory and/or leadership abilities.
PREFERRED:
- Certified Public Accountant
- Master’s degree in a related field
- A combination of public/private accounting experience in a large company environment is preferred.
- At least 3 years in a managerial and/or leadership role.
- Prior experience working in a large, multi-faceted, fast-paced organization or governmental body.
- Familiarity with the MTA’s policies and procedures.
- Familiarity with the MTA’s collective bargaining procedures.
