The Product Director – Capital Programs IT is responsible for developing and maintaining applications and infrastructure solutions supporting the Capital Program Lifecycle in Construction and Development area. Essentially, the incumbent owns the product life cycle for a business solution supporting the Legal, Safety, and Risk business verticals. The Product Director is responsible for one or more teams led by Product Managers (L-4 Level Managers), and their delivery teams each are responsible for one or more application-based and/or infrastructure-based products.

The Product Director will lead their product lines in agile transformation and drive the digital agenda and roadmaps for application and/or infrastructure products supporting the Capital Program Lifecycle in Construction and Development space. This position will manage a team of product managers and agile coaches responsible for defining the launch of new products and services, developing technical roadmaps for existing products, and delivering product features in an agile environment.

The Product Director is responsible for managing, staffing, and supervising the assigned products within the designated product lines.

Responsibilities:

  • The Product Director will play a critical role in helping to define, update and execute the technology strategy of our services portfolios aligned towards the Construction and Development group.
  • You will participate in the Capital Program meetings, assess the program's technology and IT support needs, and develop a milestone plan with estimates for resources, funding, and schedule to deliver the needs.
  • Review ongoing projects to assess technology needs/gaps and provide plans/estimates to address them. Collaborate with vendors providing technical support to ensure timely delivery of solutions and services.
  • Actively contribute and, where necessary, lead the digital transformation effort in collaboration with business stakeholders to modernize the processes and systems supporting the capital program lifecycle.
  • Product Management is a hands-on leadership role that includes both strategic planning and communications, as well as day-to-day product management
  • As the product champion, the role assumes a team leadership position and demonstrates a consistent record of accomplishment for aligning and ensuring end-to-end organization readiness. Manage the product lifecycle from strategic planning to tactical activities and from envisioning to market readiness, for the creation of prototypes, demos and MVP builds
  • Research, identify, and monitor market problems and trends. Provide objective analysis of a potential market opportunity to provide a basis for investment and feature delivery
  • Gather and prioritize market, customer, and internal feedback and requirements; own the roadmap and backlog
  • Work closely with IT Engineering management to estimate effort, set the scope, and define timelines for all capital program lifecycle initiatives.
  • Participate in Buy / Build / Partner recommendations in support of product growth opportunities
  • Work with the Product Owners to ensure the product vision is maintained through the development cycle.
  • Perform other duties as required or assigned reasonably within the scope of this role.

Enterprise Product Planning

  • Lead a team of product managers responsible for creating transformation roadmaps with long and short-term plans for new and improved processes and policies. Manage product managers in the development of backlog management and user-story build-out
  • Lead others that will consist of one or more agile coaches, data analytic researchers, and other digital transformation personnel.

Leadership

  • Provide leadership in developing inter-team communication and cohesiveness; sustain culture and support staff during organizational growth/changes.
  • Provide direction on evaluation, selection, implementation, and maintenance of information systems, ensuring appropriate investment in strategic and operational systems.

Human Resource Management

  • Attract, develop, coach, and retain high-performance team members, empowering them to elevate their level of responsibility, span of control, and performance in conjunction with the IT Workforce Planning & Workload Management office.
  • Build Product manager expertise and competence to meet evolving demands within the Enterprise Product Management unit.

Financial Management

  • Demonstrate consistent understanding of funding, financial communications, budgeting, and forecasting department needs; recommend timelines and resources to achieve the program goals.
  • Maintain contact with key IT suppliers and collaborates through IT Business Management Services to identify procurement contracts to support program-related activities.

Strategy & Planning

  • Assesses and makes recommendations on the improvement and re-engineering within the division and work with the agencies' stakeholders to keep the total cost of ownership down.
  • Promote employee self-service and mobile connectivity within products to reduce reliance on paper.
  • Automation of business processes creating online forms and approvals, reducing the reliance on manual approves that could be untimely.

Acquisition & Deployment

  • Coordinates and facilitates consultation with stakeholders to define business and systems requirements for new technology implementations, developing the business case and cost justifications for such initiatives.
  • Provides direction on evaluation, selection, implementation, and maintenance of information systems, ensuring appropriate investment in strategic and operational systems.
  • Advises MTA IT management in the changing trends and emerging technology and their potential use within the MTA.
  • Directs the development of the analysis required to determine if Information Technology projects should follow a "Build" (develop with in-house staff) or "Buy" (cloud or packaged solution) methodology. 
  • Directs the development and implementation of new modules within assigned products.
  • Advises on the selection, prioritization, development, and implementation of products related to the selection, acquisition, development, and installation of MTA IT applications and infrastructure.

Management and Oversight

  • Participates in overall business planning, bringing current knowledge and future vision of technology and systems as related to the company's goals.
  • Responsible for monitoring various product progress on Information Technology deliverables, ensuring that the IT needs of the MTA are met on time and within budget, including identifying weekly, monthly, and annual performance targets to show progress on IT product projects.
  • Ensure continuous delivery of product services through oversight of service level agreements with end users and monitoring of product performance.
  • Responsible for the recruitment, development, motivation, training, and retention of a diverse and high-performing multi-level IT team professionals, conforming to budgetary objectives and Human Resources policy and programs in conjunction with the IT Workforce Planning & Workload Management office.
  • Develop business case justifications and cost/benefit analyses for IT spending and initiatives keeping customizations to a minimum and total cost of ownership down.
Qualifications
  • Proven expertise in managing the technical aspects of Architectural, Engineering, and Construction/Capital programs lifecycle area.
  • Advanced knowledge of systems supporting Building Information models (BIM), CADD/CAM, Asset Management, Project Management (construction & development), Drawing Management & Reproduction, scheduling systems. Data management and harmonization and Reporting systems.
  • Preferred to have the expertise and demonstrated knowledge in designing, developing, deploying, and managing IT systems such as Autodesk products, ProjectWise, Primavera P6, Unifier, or similar construction and engineering products.
  • Must collaborate with Middleware, infrastructure, and security teams to plan and execute the milestones/deliverables as identified in the program plan.
  • Advanced knowledge of SaaS applications in the Legal, Safety, and Risk management space
  • Successful track record in the design of software systems to meet the current and future needs of a complex multi-agency/business units’ organization
  • Experience in the areas of data analysis, reporting, and ability to provide updates to C-Level executives is a plus
  • Knowledge of legal and regulatory requirements about areas supervised a plus
  • Excellent verbal/written communications skills
  • Experience in departmental Financial/budgeting planning and management
  • Ability to fit in with the constantly shifting needs and demands of the business departments
  • Well-developed judgment and problem-solving skills

Education and Experience
  • A bachelor’s degree in computer science, Business Administration, Engineering, Finance, Information Services. An equivalent combination of education and may be considered in lieu of a degree.
  • A minimum of 8 years of Information Technology experience with at least 4 years of progressive IT managerial experience.
