Summary
The Assistant Director of Financial Operations is responsible for supporting the Director in developing, monitoring, and reporting the operating budget and associated financial transactions of several MTA Construction & Development (C&D) departments. C&D’s operating budget consists of reimbursable (capital, reimbursement agreement, and interagency) and non-reimbursable expenses, with a headcount of nearly 1,800 employees.
This position reports directly to the Director Financial Operations and will work closely to ensure departments are budgeted adequately for and appropriate financial processes and procedures are in place and being adhered to. This requires a complete understanding of the business needs to be able to assess and develop a budget. They will also liaise with MTA’s consolidated financial tower on related matters.
Responsibilities
Responsible for budgeting, reporting, forecasting, and monitoring various financial transactions such as payment processing, requisitions, and overtime charges.
Ensure timely reimbursement of expenditures hitting the operating budget made whole thru the capital program, reimbursement agreements, or interagency bill backs.
Support planning and forecasting efforts to support MTA’s financial plans, working closely with relevant C&D departments, C&D leadership, and the MTA’s consolidated financial tower.
Analyze all proposed financial plan changes and provide justification and explanation to help support their approval.
Prepare monthly financial results and trends to identify risks and opportunities in the financial plan.
Ensure relevant processes and procedures are being followed.
Propose, develop, and implement process and system improvements.
Support the Director Financial Operations in leading the management and auditing of all processes and procedures related to financial operations, including identifying and implementing opportunities for improvement.
Support the Director Financial Operations to coordinate audits for the Financial Operations with both internal/external auditors.
Manage and train a finance team that will support these related responsibilities.
This position is responsible for performing other ad hoc duties upon request.
Education and Experience
Bachelor’s degree in business, finance, planning, public administration, accounting, economics or equivalent, or a related field required.
Must have a minimum of eight (8) years of experience in business, finance, public administration, accounting, economics or equivalent, or a related field required.
Must have a minimum of three (3) years of managerial experience is required.
Familiarity with the MTA’s operating agencies.
