Summary
The Senior Contracts Specialist is responsible for supporting procurements related to the MTA's Capital Program, supporting the annual award of $1B in consulting contracts. The Senior Contracts Specialist title is the highest level in the three levels of the Contracts Specialist series.
Responsibilities
Provides advanced contract and procurement support to management within the Contracting Services division of the Contracts Department.
Provides support to the Contracting Services division to facilitate the procurement and award documentation associated with Requests for Proposals for Design, Project Management Consultant, and staff augmentation service contracts.
Creates contract files and ensures that they appropriately document the procurement and decision-making process to promote the efficient operation of the Contracts Department.
Supports the Contracting Services division with researching and generating reports for MTA agency executives and staff on matters related to delivering the MTA's Capital Program.
Provide status updates on the relevant tasks and activities to senior management as required.
Education and Experience
Bachelor's Degree in Business Administration, Public Administration, Engineering, Finance, Law, Government Contracting, or a related field.
Must have a minimum of four (4) years of related experience in contracts and procurement.
An equivalent combination of education and experience may be considered.
Competencies:
Knowledge of public sector procurement management principles, government project administration, and government bid process.
Knowledge of contract terminology, terms and conditions, procurement, and construction management (including construction scheduling).
Familiarity and experience with relevant local, state, and federal laws, including federal and state procurement laws, rules, and regulations.
Strong interpersonal, analytical, problem-solving, organizational, negotiation, and communication skills (oral and written).
Advanced knowledge and use of Microsoft Office Suite and document management software.
Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the "Commission").
