Summary
The Manager Contracting Services supports senior management in executing core procurement tasks and functions. This includes keeping the $2-$3B award in new consultant and construction contracts each year and supporting the management of claims and changes on contracts valued at approximately $5B.
Responsibilities
Draft, edit, and/or otherwise contribute to reports generated for MTA agency executives and senior staff.
Support senior staff with the award and documentation of new contracts and contract modifications.
Support senior staff in the Contracts Department with researching, enhancing, standardizing, and implementing digital procurements across MTAC&D.
Ensure the MTA C&D Contracts website is accurate and that procurements, bid results, and contract awards are correctly displayed.
As required, provide status updates on the relevant tasks and activities to agency officers.
Support the vendor award process to ensure compliance with all applicable laws, regulations, and policies.
Ensures utilization of DBE, MWBE, and SDVOB vendors in contracts to increase diversity and comply with MTA policies and guidelines, including preparation of relevant documents and coordination with the Department of Diversity and Inclusion.
Assists in drafting SAI memos and assists in preparing vendor responsibility hearings.
Works with staff to compile documents and review Board packages, presentations, and contract reporting.
Work with Contracts Specialists to ensure that awards are logged promptly and accurately for easy tracking and reporting.
Education and Experience
Bachelor's degree in Business Administration, Public Administration, Engineering, Finance, Government Contracting, or a related field.
Minimum of five (5) years of related experience in contracts and procurement or a related field.
Competencies
Knowledge of contract terminology, terms and conditions, procurement, and construction management (including the ability to interpret construction documents and schedules).
Knowledge of relevant local, state, and federal laws, including federal and state procurement laws, rules, and regulations.
Strong interpersonal, analytical, problem-solving, organizational, negotiation, and communication skills.
Advanced knowledge and use of Microsoft Office Suite and document management software.
Experience working in and with public sector procurement management principles, government project administration, and government bid processes.
