TA EMPLOYEES MUST BE PERMANENT CIVIL SERVICE ASSOCIATE PROJECT MANAGER I, II, III TO BE CONSIDERED.

Responsibilities

The position will be responsible for chemical engineering analysis for bus fleets. The incumbent will: prepare and submit chemical review requests to System Safety. Maintain chemical database for Department of Buses. Work with Superintendents and other Chemical Engineers in Preliminary Product Evaluation Criteria (PPEC) evaluation of bids and future awards for chemical products. Work with Chemical Engineers and Superintendents in evaluating lab reports for samples of diesel, antifreeze coolant, engine oils, transmission fluid, traction motor fluids, heating oils and DU oils and other chemicals delivered to depots. Review used oil and used coolant reports, provide labs with fluid condemning limits and recommendations, or provide support to depots on sampling and result interpretation. Provide responses to requests and questions from depots, Central Maintenance Facility (CMF), Contract Services, Procurement, Inspection & Testing, System Safety, Facilities, Capital Program Management, and vendors. Provide chemical engineering assistance to the department.

Education and Experience 

Project Manager
  1.  A baccalaureate degree from an accredited college in Engineering, Architecture, Landscape, Architecture, Business Administration, Public Administration or a related field, and ONE (1) year of full-time satisfactory experience in project management work, such as planning, administering, managing, coordinating, or expediting, for engineering and/or architectural and/or landscape architectural projects; or
  2. A four-year high school diploma or its educational equivalent approved by the department of education of a state or a recognized accrediting organization and five years of experience as described in “1” above; or
  3. A four-year high school diploma or its educational equivalent approved by the department of education of a state or a recognized accrediting organization plus any combination of experience and/or college education and experience.  ONE (1) year of education credit will be given for: (a) each 30 semester credits of college education leading to a baccalaureate degree from an accredited college in engineering, architecture, landscape architecture, business administration, or public administration.
Associate Project Manager I

ONE (1) year of full-time satisfactory experience in supervising employees performing project management work, such as planning, administering, managing, coordinating or expediting, on engineering and/or architectural and/or landscape architectural projects, or supervising a construction project with a value of $1,000,000 or more, and either:
  1.  A baccalaureate degree from an accredited college in engineering, architecture, landscape architecture, business administration or public administration, and one year of full-time satisfactory experience in project management work, such as planning, administering, managing, coordinating or expediting, for engineering and/or architectural and/or landscape architectural projects; or
  2. A four year high school diploma or its educational equivalent and five years of experience as described in “1” above; or
  3. A four year high school diploma or its educational equivalent approved by the department of education of a state or a recognized accrediting organization plus any combination of experience and/or college education as described in “1” above to make up the equivalent of FIVE (5) years of education and experience.  ONE (1) year of experience credit will be given for: (a) each 30 semester credits of college education leading to a baccalaureate degree from an accredited college in engineering, architecture, landscape architecture, business administration, public administration or a related field; (b) a Master’s degree from an accredited university in one of the disciplines described in “1” above; or (c) a valid New York State license as a Professional Engineer, Registered Architect or Registered Landscape Architect.
 
Assignment Level II: Special Requirements

In addition to meeting the qualification requirements for Assignment Level I, candidates must have at least ONE (1) additional year of experience as described in “1” above in a supervisory capacity or have served for at least ONE (1) year as a project manager for a large and/or complex construction project.
 
Assignment Level III: Special Requirements

In addition to meeting the qualification requirements for Assignment Level I, candidates must have at least TWO (2) additional years of experience as a project manager for a large and/or complex construction project.

Desired Skills
  • A baccalaureate degree from an accredited college in chemical engineering and one year of full-time satisfactory experience in chemical engineering work.
  • A master’s degree in chemical engineering from an accredited college will be accepted as equivalent to one year of the full-time experience in chemical engineering.
  • Excellent oral communication, written, and interpersonal skills.
  • A Motor Vehicle Driver’s License is preferred.
  • Knowledge of engineering practices and principles; familiarity with EPA, ASTM, SAE, OSHA, FMVSS and NYSDOT Inspection procedures and requirements for bus maintenance preferred.
  • Knowledge of the systematic evaluation of chemicals used in bus maintenance such as oils, lubricants, greases, disinfectants, cleaners, etc.
  • Ability to concurrently coordinate and direct multiple large and complex inspection projects throughout the project lifecycle.
  • Ability to define, anticipate, and resolve issues that may affect the bus maintenance operations.
  • Ability to interface effectively with senior management, consultants, and contractors.
  • Proficient computer skills (i.e., PeopleSoft, Windows environment, Microsoft Office - Word, Excel, Access, PowerPoint, etc.) including relevant engineering applications and strong business administrative skills (i.e., presentations, report and letter writing, time management, etc.).
