JOB TITLE:                      Assistant Director, Learning Development

SALARY RANGE:         $92,201 - $121,014

LOCATION:                   2 Broadway

HOURS OF WORK:    9:00 am - 5:30 pm (7 1/2 hours/day)           

 SUMMARY:

The Assistant Director, Learning Development supports the development and execution of ‘best-in-class learning and development programs for the MTA network. The ideal candidate will be passionate about creating assessments and developing roadmaps to drive performance, enhance culture and support change within the network. He/she will integrate learning, leadership development, and talent initiatives to drive the accomplishment of strategic business priorities.

 RESPONSIBILITIES:

  • In working with and assessing MTA network teams (and their various titles in need), customize and develop talent and training plans that will help leadership development fill in title-specific gaps.
  • Act as a process improver for MTA networks’ existing human performance improvement and measurement strategies.
  • Establish best-in-class practices/models and strategies that will leverage retention and professional growth.
  • Develop both short-term and long-term roadmaps with key partners across the network to identify and validate emerging needs and align priorities.
  • Implement measurement and assessment tools that will continuously improve ODD’s current learning and development structures.
  • Lead new and ongoing learning programs that affect large portions of the MTA network, while balancing asynchronous and synchronous learning approaches.
  • Recommend appropriate delivery mechanisms (e.g., in-person, on demand, virtual learning, performance support and blended learning).
  • Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Provide input regarding the discipline/termination of employees when necessary. Review staff performance. Creates a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.

  • Demonstrated proficiency in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook. Advanced knowledge of Excel and PowerPoint, experienced with creating reports.
  • Demonstrated proficiency in PeopleSoft Human Capital Management (HCM) module and other comparable talent management platforms.

EDUCATION AND EXPERIENCE:

REQUIRED 

  • Bachelor’s degree in business, Industrial/Organizational Psychology, Organizational Leadership, Public Administration or a related field or an equivalent combination of education and experience may be considered in lieu of a degree; and
  • Minimum 8 years in workforce planning and forecasting or related experience.

 PREFERRED:

 Master’s degree in a related field.

  • Familiarity with the transportation industry.
  • Strong data interpretation skills, familiar with file formats for transferring data between systems.
  • Familiarity with the MTA’s policies and procedures.
  • Minimum of 4 years in a managerial and/or leadership role in a large, multi-faceted, fast-paced organization or governmental body.
