Summary
The Senior Director, Force Account Strategy & Oversight leads the team responsible for directing force account policy improvements and for projecting, overseeing, and monitoring force account resource utilization and performance across C&D, services which are estimated at $10-15B in the 2020-24 Capital Program. This position works with other Owner Support senior staff to direct planning, forecasting, estimating, scheduling, prioritizing, and facilitating resources. The Senior Director also works closely with the Deputy Chief Officer, Development and VP, Owner Support Resources, to spearhead efficiencies, innovations, and improvements in resource planning and provision, and will be responsible for the development of key performance indicators (KPIs) and production of various reports and presentations. Additionally, the Senior Director of Force Account Strategy & Oversight oversees the development of reimbursable budget projections on behalf of C&D.
Responsibilities
Ensure optimal and efficient provision of operating agency support resources (track access, alternate subway/bus/train service, flagging, work equipment, access & protection, design/engineering support, and any other operating agency personnel) for C&D projects in support of C&D mission to deliver work faster and more cost-effectively.
Direct initiatives to identify resource efficiencies and propose innovative ways of delivering projects to optimize resource usage.
Lead effort to review, streamline, document, improve, and socialize C&D force account processes and procedures
Oversee implementation of improved capital support resource forecasting and reporting.
Streamline and modernize the development of force account estimates and monitoring of force account budgets.
Lead resource and schedule coordination efforts for major C&D projects.
Develop reports on resource planning and utilization for executive management, project teams, and agency staff.
Direct development of reimbursable support resource projections for all C&D projects.
Monitor, analyze, and produce reports on reimbursable budget utilization.
Support various cross-program C&D planning and development efforts as needed.
Serve as business lead for development and/or enhancement of capital support resource planning and request IT systems on behalf of C&D.
Manage and develop diverse teams working closely and collaboratively with operating agencies (NYCT, LIRR, MNR, B&T) supporting all C&D departments.
Education and Experience
Bachelor’s degree in Transportation, Urban Planning, Business, Public Policy, Construction Management, Finance/Economics, or a related field.
Must have a minimum of (12) years of experience in Transportation, Construction, Infrastructure, Finance, Planning, or a related field.
Must have a minimum of (8) years of managerial experience.
Familiarity with the MTA’s operating agencies and their construction support resources.
Knowledge of construction resource management and experience with resource planning and prioritization.
Knowledge of transit force account practices, procedures, systems, and applications.
Familiarity with the MTA’s policies and procedures.
Excellent organizational and presentation skills.
