SUMMARY
The Manager of Corporate Project Environmental, Health & Safety (EHS) Compliance position would serve as the LIRR’s primary point person for performing thorough environmental, health and safety reviews of all submittals from the contractors performing various large-scale capital-funded projects. This position will ensure that the LIRR’s environmental, health and safety objectives are responded to in a timely manner and all environmental, health and safety compliance requirements are met. This position will also be responsible for responding to environmental emergencies; to act as an interface and liaison between the LIRR and all environmental regulatory authorities and provide direction to contractors and LIRR forces on-site regarding environmental compliance and issues.
Responsibilities may include but are not limited to:
-Review of all submittals, including Plans, Drawings, Variances & Permit Filings for LIRR large-scale projects, including Capital funded projects.
-Site inspection, field verifications and audits; asbestos abatement and lead-based paint remediation oversight.
-Waste, storm water, air, water, soil compliance.
-Prepare staff reports, presentations and correspondence.
-Up-to-date with all environmental, health and safety regulations and certifications.
-SAEA (State Agency Environmental Audit) for large, capital funded projects.
QUALIFICATIONS
- Bachelor’s Degree in Science, Environment or Technology, or similar.
- 3 Years experience in the Environmental and Occupational Safety Field.
- 5 Years management experience in a large (100+ employees), service-oriented corporation.
- Comprehensive knowledge of asbestos and lead abatement including NYSDOL regulations; Occupational Safety & Health Administration/Public Employee Safety and Health Bureau (OSHA/PESH) safety and health regulations.
- NYS Asbestos Inspector Certification.
- Comprehensive knowledge of NYSDEC Stormwater regulations.
- Comprehensive knowledge of NYSDEC DER-10, Technical Guidance for Site Investigation & Remediation.
- Comprehensive knowledge of 6 NYCRR Part 375, Environmental Remediation Programs.
- Comprehensive knowledge of NYSDEC CP-51, Soil Cleanup Guidance.
- Comprehensive knowledge of NYSDEC Spills Technology & Remediation Series (STARS) #1 Petroleum-Contaminated Soil Guidance Policy.
- Comprehensive knowledge of NYSDEC Technical Field Guidance – Spill Reporting & Initial Reporting.
- Comprehensive knowledge of NYSDOH Community Air Monitoring Plan (CAMP).
- Comprehensive knowledge of 6 NYCRR Parts 370 and 372, Hazardous Waste Management.
- Comprehensive knowledge of environmental laboratory analytical testing methods.
PREFERRED/DESIRABLE SKILLS/QUALIFICATIONS:
- Graduate Degree in Environmental, Industrial Hygiene, or similar
- Direct experience with Railroad or Commuter Transit
- Engineering or other licenses/certifications/credentials
- NYSDEC 4 hr. Erosion & Sediment Control Training Certification

In addition to meeting the minimum requirements of the position, the selection process may include, but is not limited to, a pre-screening assessment (i.e., physical, written and/ or practical evaluation) and interview.
