HOURS OF WORK:           8:30 am - 4:30 pm (7 1/2 hours/day)   

  

SUMMARY:

The Senior Manager. – Subsidy Accounting is responsible for supporting the Deputy Director in the development/implementation, monitoring and reporting of the overall financial processes related to Metro-North (“MNR”) trackage service agreements with Connecticut Department of Transportation (“CDOT”), Amtrak and New Jersey Transit as well as the relevant industry data statistics. Assisting and managing the facilitation of third-party reviews and audits of billings per the service agreements.

 

This position reports directly to the Deputy Director of Subsidy Accounting and will work closely to ensure that all billings are properly and accurately calculated for, and appropriate financial processes and procedures are in place and being adhered to. This requires a full understanding of the various service agreements. They will also serve as a liaison with various MTA/Metro-North’s financial towers and operational units on related matters.

 

RESPONSIBILITIES:

 

  • Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
  • Develop expertise and ensure compliance with the financial provisions of the CDOT service agreement. Support the Deputy Director of Subsidy Accounting with the Controller, Legal, Planning and Capital Departments in contract negotiations and provide case assessments and analyses of financial terms of contract changes. Participate in the Metro-North - CDOT finance meetings to update all parties about upcoming events with CDOT - NHL financial impact, as well as address any issues and concerns. Assist the Deputy Director to direct activities related to the determination of Subsidy income due from the State of Connecticut, which includes monthly and final annual deficit billings, calculation of allocation metrics and comparative analyses.
  • Acquire an understanding and support the Deputy Director on the interpretation of the PRIIA - NEC Policy. Assist the Deputy Director in the participation of discussions and negotiations of NEC policy changes and resulting Amtrak contract amendments. Respond to issues raised by MTA, Amtrak and CDOT related to PRIIA and tri-party agreement. Assist the Deputy Director by serving as Liaison to Amtrak, CDOT and other NEC operators for request of financial data and other information relevant to PRIIA. Ensure compliance with the Cost Allocation Policy and deadlines. Direct the calculation of the estimated Annual Fiscal Obligation using Metro-North’s model. Direct the compilation and submission of annual cost and statistics data to NEC. Ensure reviews and reconciliations are performed to determine the accuracy of the allocation metrics and final Annual Fiscal Obligation issued by NEC commission using their model. Direct the accurate billing of the PRIIA and Non-PRIIA components of the bill to Amtrak.
  • Support the Deputy Director to ensure compliance with audit provisions & timelines dictated by the contracts. Investigate, resolve & prepare Company responses to CDOT & Amtrak on audit findings & issues.
  • Assist the Deputy Director in managing the development and validation of the model utilized in CDOT and PRIIA cost allocation billings. Coordinate with relevant groups in the continuous process improvements initiative and streamlining of the various existing processes within Subsidy Accounting, e.g., New Haven Deficit Model in Hyperion and Train Statistics database for the CDOT Deficit billing.
  • Other responsibilities as may be assigned including: Direct compilation of Hudson Line Amtrak billing in accordance with contract terms & ensure follow up of billing disputes; Review payments to New Jersey Transit for West of Hudson service in accordance with contract terms & ensure all costs are accounted for properly; Review distribution of monthly power charges & related energy analysis; Perform analysis of New Haven yard fuel; regulatory reporting;& special projects including analysis/projections in support of Budget Department.
  • Other projects or duties as assigned.

 

KNOWLEDGE, SKILLS, AND ABILITIES:

 

  • Strong ability to adhere to deadlines to ensure accurate and efficient reporting of data.
  • Detail oriented with strong organizational and presentation skills.
  • Ability to monitor and manage results against audit and control procedures.
  • Demonstrated ability to work in a high-profile, high-pressure environment effectively.
  • Demonstrated ability to communicate effectively with key internal and/or external stakeholders.
  • Must have strong managerial skills to effectively direct a staff of professional and technical employees in implementing the short- and long-term goals and direction for the area of responsibility.
  • Demonstrated analytical capabilities and quantitative skills.
  • Knowledge of database design as it relates to financial systems.
  • Demonstrated proficiency in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, Access, BI (including logical functions and database queries and or comparable applications) and Outlook.

   

EDUCATION AND EXPERIENCE:

REQUIRED: 

  • Bachelor’s Degree in Accounting, Finance, or business-related field.
  • Minimum seven (7) years of experience in accounting or finance, preferably in a general accounting function which includes in depth knowledge of automated financial systems and dealing with technical issues or CPA with five (5) years of experience managing a financial program and/or process.
  • Demonstrated supervisory and/or leadership abilities.

PREFERRED:

  • Certified Public Accountant
  • A combination of public/private accounting experience in a large company environment is preferred.
  • At least 3 years in a managerial and/or leadership role.
  • Prior experience working in a large, multi-faceted, fast-paced organization or governmental body.
  • Familiarity with the MTA’s policies and procedures.
  • Familiarity with the MTA’s collective bargaining procedures.
