SUMMARY:
Responsible for providing strategic direction in translating Transit’s business needs towards developing, managing, and enhancing MTA’s procurement and inventory management computerized systems, which include the Commodity Management Systems (CMS), Planner Initiated Expediting System (PIES; MTABC & MNR, Logical Inventory Management System (LIMS), as well as Receipts/Accounts Payable/Item Catalog System (Peoplesoft) and Supply Chain Management (SCM) System integration initiatives. The position is responsible to translate Agencies’ operational maintenance forecasted inventory requirements data into tools that assist stakeholders in developing more efficient forecasting strategies, ensuring that Agencies’ projections accurately depict budgetary and supply chain impact, taking into consideration location size constraints while maintaining consistent flow of material. The incumbent will be tasked to develop and implement new strategies aimed at increasing effectiveness and efficiencies throughout the MTA’s distribution network. All roles and responsibilities for material support may be inclusive for All MTA Agencies. Oversees staff that support this function.
RESPONSIBILITIES:
- Translate Agencies’ operational maintenance forecasted requirements data for inventory needs into tools that assist stakeholders in developing more efficient forecasting strategies.
- Ensure Agencies’ operational requirements correctly speak to the quantity, frequency, and levels of storage at individual locations, as well as each agency in general, subject to budgetary and location size constraints to maintain an efficient and cost-effective supply chain.
- Oversee efforts to develop methodologies to monitor and control MTA’s inventory $600+M material budget.
- Manage liaison relationships in the development and enhancement of all inventory management applications, including various subject matter experts and stakeholders.
- Development of stock catalog consolidation strategy to be utilized by every MTA agency.
- Support requirements and enhancements needed in the areas of Inventory Accountability and Excess Obsolete Analysis for Agencies.
- Develop and implement new strategies aimed at increasing effectiveness and efficiencies throughout the MTA’s distribution network.
- Develop and implement innovative reporting and analytic methods to allow all stakeholders in the MTA supply chain to make better decisions, aimed towards inventory reduction and more efficient material availability flow.
- Balance the conflicting needs and goals of all members of the MTA supply chain by formulating solutions that will offer benefits and efficiencies for the entire supply chain.
- Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Provide input regarding the discipline/termination of employees when necessary. Review staff performance. - Review all NYCT Inventory Estimated Requirements Procurement Contracts over $250K and all other inventory Procurements over $50K for Materials Management Approval.
- Oversee and approve the stocking and Distribution of Capital Spares throughout NYCT Supply Chain.
- Other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Must have knowledge of Warehousing Operations / Business and Supply Chain Systems.
- Must have knowledge of visualization tools, such as PowerBI, Tableau, or comparable applications.
- Must have strong managerial skills to effectively direct a staff of professional and technical employees in implementing the short- and long-term goals and direction for the area of responsibility.

EDUCATION AND EXPERIENCE:
REQUIRED
- Bachelor’s degree in business administration, and/or related field(s) or an equivalent combination of education and experience may be considered in lieu of a degree; and
- Minimum of 8 years’ experience in the field, at least 4 of which were in a managerial/supervisory capacity.
- Minimum of 3 years in a leadership role for a large, multi-faceted, fast-paced organization or governmental body preferred.
PREFERRED:
- Experience with the followings systems: Commodity Management Systems (CMS) and PeopleSoft.
- Familiarity with MMS/Talon or similar inventory systems.
- An advanced degree in a related field.
- Familiarity with the MTA’s policies and procedures.
- Familiarity with current trends in technology as related to inventory systems.
