Summary

The Senior Director, Force Account Planning & Analysis is responsible for planning, monitoring, and evaluating operating agency force account resources for all C&D projects on a project-specific basis, estimated at $10-15B in the 2020-24 Capital Program. The Senior Director leads the development of project-specific force account estimates and the creation of project-specific budgets. This position develops procurement strategies, working closely with C&D Contracts to minimize resource usage and optimize value to MTA. Additionally, this position ensures that force account spending and use remain within project budgets and contractual resource allocations. The incumbent supports all C&D project teams and operating agencies in controlling force account costs and project schedules.

Responsibilities

Lead the development and monitoring of all C&D project force account (support resource) budgets.

 

Establish policies and procedures for reviewing, tracking, and troubleshooting capital support resources.

 

Oversee review of day-to-day support resource requests for all C&D projects.

 

Ensure contractual support resource allocations align with force account budgets and project schedules; implement corrective actions when required.

 

Spearhead identification and creation of force account resource efficiencies to maximize productivity and optimize resource efficiency.

 

Directly develop dynamic force account estimates/projections for all C&D projects, interfacing between Delivery teams and operating agencies.

 

Develop contract-specific procurement strategies to incentivize the most efficient usage of capital support resources and work closely with Contracts and Delivery to implement.

 

Monitor the effectiveness of procurement strategies at reducing project schedules, resource usage, and force account costs; recommend improvements to C&D senior leadership.

 

Recommend force account planning improvements to C&D senior leadership.

 

Manage and professionally develop an interdisciplinary team of “project account analysts,” working closely and collaboratively with operating agencies supporting all C&D departments.

 

Education and Experience

 

Bachelor’s degree in Transportation, Urban Planning, Business, Public Policy, Construction Management, Finance/Economics, or a related field.

 

Must have at least twelve (12) years of experience in Transportation, Construction, Infrastructure, Finance, Planning, or a related field.

 

Must have a minimum of eight (8) years of managerial experience.

 

An equivalent combination of education and experience may be considered.

Familiarity with the MTA’s operating agencies and their construction support resources.

Knowledge of construction resource management and experience with resource planning and prioritization.

Knowledge of transit force account practices, procedures, systems, and applications

Familiarity with the MTA’s policies and procedures

Excellent organizational and presentation skills

Demonstrated supervisory and/or leadership capabilities.

Demonstrated ability to creatively problem solve

Demonstrated ability to work with all levels of an organization

Demonstrated ability to work effectively in a high-profile, high-pressure, fast-paced environment

Demonstrated proficiency in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook

As an MTA Construction & Development employee, you may be required to complete the New York State financial disclosure statement – annually if your position earns $108,638 (this figure is subject to change) per year if the position is designated as a policymaker.
