Compensation:

Staff Analyst I (TA): $58,934 - $69,771 (Represented by OSA) (New Hire Rate: $51,245)
Staff Analyst I (OA): $65,003 - $76,955 (Represented by TWU)

Staff Analyst II (TA): $68,430 - $76,213 (New Hire Rate: $59,505)

TA CANDIDATES MUST BE IN A PERMANENT CIVIL SERVICE STATUS IN THE TITLE(S) OF ASSISTANT TRANSIT MANAGEMENT ANALYST IN ORDER TO BE CONSIDERED OR BE ON AN ESTABLISHED LIST OR HAVE PASSED A CORRESPONDING EXAMINATION.

Responsibilities:

The NYCT AP Processing support team is responsible for the management of Non-PO payments. The incumbent will serve as a liaison between NYC Transit. MTA Bus and MTA HQ functional business groups and BSC Operations Processing to process, track and report on various vendor payments.

The AP Processing Staff Analyst will work directly with BSC Operations Processing and serve as a liaison between the functional business groups in NYC Transit, MTA Bus and MTA HQ to process accounts payable transactions.

The selected candidate will be responsible for the following functions:
• Process spreadsheet upload payments for different annuities.
• Process AP-035 & AP 034 forms for employee membership, subscriptions and vendor payments with agency approval through SharePoint eRouting.
• Process AP-023 forms for BSC Operations to set up Vendor profiles in PeopleSoft system.
• Verify vendor information for payment processing.
• Process AP-013 forms to process Non-PO payments such as death beneficiary, legal cases, invoices and utilities.
• Process journal entries for the relocation of expenses when necessary.
• Review and approve payment and check status.
• Respond to vendor inquires and assist with accounts payable related matters.

Education and Experience:

Associate Staff Analyst
1. A master's degree from an accredited college in economics, finance, accounting,
business or public administration, human resources management, management
science, operations research, organizational behavior, industrial psychology,
statistics, personnel administration, labor relations, psychology, sociology,
human resources development, political science, urban studies or a Juris Doctor
degree from an accredited law school, and one year of satisfactory full-time
professional experience in one or a combination of the following: working with the
budget of a large public or private concern in budget administration, accounting,
economic or financial administration, or fiscal or economic research; in management or
methods analysis, operations research, organizational research or program evaluation
in personnel or public administration, recruitment, position classification,
personnel relations, labor relations, employee benefits, staff development,
employment program planning/administration, labor market research,
economic planning, social services program planning/evaluation, or fiscal management,
or in a related area; or

2. A baccalaureate degree from an accredited college and three years of
satisfactory full-time professional experience in the areas described in "1"
above.

Staff Analyst I-II
1. A master’s degree from an accredited college or university in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, or urban studies, or a Juris Doctor degree from an accredited law school; or
2. A baccalaureate degree from an accredited college or university and two years of satisfactory full-time professional experience in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area; or
3. An associate degree or completion of 60 semester credits from an accredited college or university and four years of satisfactory full-time professional experience as described in "2" above; or
4. A four-year high school diploma or its educational equivalent and six years of satisfactory full-time professional experience as described in "2" above; or
5. A combination of education and/or experience equivalent to "1", "2", "3", or "4" above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college or university for one year of experience. However, all candidates must have a high school diploma.


Desired Skills:

• Must have knowledge of MTA Accounts Payable related computer systems, PeopleSoft
• Must have knowledge of generally accepted accounting principles
• Demonstrated proficiency in the Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook.
• Proficiency in and/or ability to learn analytical and/or quantitative skills.
• Proficiency in and/or ability to learn completing short- and long-term projects effectively and as efficiently as possible.
• Proficiency in and/or ability to learn organizational and presentation skills.
• Proficiency in and/or ability to learn to communicate and interact well with external agencies.
• Proficiency in and/or ability to learn to work with all internal levels within a given organization.
