This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.
 
SUMMARY:
The Senior Director, Emerging Talent serves as a key member of the MTA’s Talent Acquisition organization, working collaboratively with external partners and internal teams to drive key recruitment outcomes. The Senior Director, Emerging Talent will also work closely with external Partners to enhance the MTA’s internship & apprenticeship programs, increase university/college engagement, career fairs and community presence. The Senior Director, Emerging Talent will develop strategies to increase brand awareness and social media presence on job boards and other recruitment platforms. Additionally, the incumbent will partner with internal partners including our marketing and communications teams to attract top talent to the MTA, while remaining current on key internal and external trends that impact the market for talent.
 
RESPONSIBILITIES:
  • Oversee the enterprise-wide emerging talent channels including local, state and MTA led career fairs and recruitment events, internship and apprenticeship recruitment, university engagement, community outreach and relations, State Agency relations, veterans, and diversity recruitment.
  • Develop a talent pipeline strategy that aligns with the overarching Talent Acquisition strategy and meets the Enterprise-wide critical and hard-to-fill talent needs.
  • Oversee the enterprise-wide talent branding strategy including social media, print media, and MTA wide communication channels. Partner with Internal and External Communications, and Marketing to develop content, graphics and campaigns that are in alignment with the MTA talent brand.
  • Develop and maintain key metrics that demonstrates the Emerging Talent team’s outcomes and impacts to the MTA Talent Acquisition plan, as well as informs strategy and decision making on the MTA’s participation with future events and programs.
  • Partner with Peers, People Leaders, and Business Leaders to understand the organizational and departmental needs and goals.
  • Develop and foster relationships with Talent Acquisition vendors and partners through appropriate management and engagement to ensure the MTA optimizes on service, support, and system functionality, as appropriate.
  • Partners with the Deputy Chief, Talent Acquisition, Budget, and Procurement to validate and secure funding for participation in recruitment events. Monitors and audits invoices and ensure payments are made timely.
  • Direct functions, activities and staff ensuring the appropriate internal controls and compliance with all laws and regulatory requirements are adhered to; Ensure the team is staffed, structured, and inspired to deliver impactful recruiting strategies and a high touch candidate and hiring manager experience.
  • Serve as a leader of the MTA’s Talent Acquisition function by promoting our enterprise-wide solution that attracts top talent to the MTA, ensuring MTA's strategic priorities, both operating and management focused, are key drivers in how the MTA provides safe and reliable service to our customers.
  • Manages Talent Acquisition office operations, budget, and staff. Selects, develops, and motivates personnel within the department. Provides effective career development, coaching, and counseling for subordinates. Responsible for staff performance review and discipline/termination of employees when necessary.
  • Other duties as assigned.
 
KNOWLEDGE, SKILLS, AND ABILITIES        
  • Must have deep Talent Acquisition expertise in recruitment and/or university engagement and / or a strong background in outreach program development and community or vendor engagement.
  • Effective communication and interpersonal skills.

  • Demonstrated ability to communicate and interact well with external partners.
  • Demonstrated ability to effectively work in a high-profile, high-pressure environment.

  • Proficiency in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook.
 
EDUCATION AND EXPERIENCE:         
REQUIRED:
  • Bachelor’s degree in Business Administration, Public Administration, Human Resources, Industrial/Organizational Psychology or a related field from an accredited college or an equivalent combination of education and experience may be considered in lieu of a degree.
  • Minimum 12 years related experience, including at least 4 years in a department head and/or managerial and/or project manager role in a large, multi-faceted, fast-paced organization or governmental body preferred.
PREFERRED:
  • Master’s degree in a related field.
  • SPHR or SHRM certification.
  • Familiarity with the government policies and procedures.
  • Familiarity with the government collective bargaining procedures.
  • Familiarity with developing and executing media plans that include multiple media channels, driving brand awareness.
  • Knowledge of online campus recruitment platforms.
  • Prior experience working in a union environment.
 
OTHER INFORMATION:
As an employee of MTA Headquarters, you may be required to complete an annual financial disclosure statement with the State of New York, if your position earns more than $108,638 (this figure is subject to change) per year or if the position is designated as a policy maker.
  • May need to work outside of normal work hours (i.e. evenings and weekends)
  • Travel may be required to other MTA locations or other external sites
