SALARY RANGE: $ 71,328 - $93,618

HAY POINTS: 451

LOCATION: 2 Broadway New York, NY 10004

HOURS OF WORK: 9:00 am - 5:30 pm (7 1/2 hours/day)

This position is eligible for telework which is currently one day per week. New hires are eligible
to apply 30 days after their effective date of hire.

have elapsed since the dose. Proof of your vaccination status in the form of a CDC
vaccine card must be submitted prior to your start date.

Summary

The Financial Analyst Level III, provides varying levels of support and analysis dependent on
the level to the Management and Budget Unit. The Financial Analyst role is responsible for
assisting in the development, administration, and oversight in all labor and non-labor
categories of the Bridges and Tunnels operating budget. Key activities include assisting in the
development of the labor expense budget; producing critical headcount and overtime reports
working with departmental budget heads       
and liaisons on developing their operating and programmatic budgets; coordinating the
preparation and delivery of all agency budget submissions to MTA Headquarters; assessing
the appropriateness and funding availability for departmental expense requisitions; tracking
and analyzing expenses for operating budget development, monthly reporting, and ad hoc
analytical projects

Responsibilities

Develop budgets and projections for future years for the departments of Operations,
Maintenance, Law, Revenue Management, and others as needed.

Track actual expenses for non-labor categories against the budget, investigate
differences, provide variance explanations

Undertake economic, revenue and/or expenditure research projects as needed.

Contribute toward the writing and production of the Year-End Report, Annual Reports,
Financial Plan narratives, and others.

Assist in the development and monitoring of the personnel budget, including capital
reimbursable hours.

Other duties as assigned.

Qualifications

Demonstrated proficiency in or ability to learn the Microsoft Office Suite or comparable
applications, i.e., Word, Excel, PowerPoint, and Outlook.

Must possess excellent communication and interpersonal skills.

Must possess strong organizational and presentation skills.

Must possess demonstrated ability to work with all internal levels within a given
organization.

Must possess demonstrated ability to communicate and interact well with external
agencies.

Must possess demonstrated ability to complete short- and long-term projects effectively
and as efficiently.

Must possess demonstrated analytical and/or quantitative skills.

Education and Experience

Bachelor’s degree in Business, Transportation, Public Policy or a related field or an
equivalent combination of education and experience from an accredited college may be
considered in lieu of a degree.

Minimum 4 years related experience.

PREFERRED:

Knowledge of Multidimensional Database Management systems such as Hyperion
Essbase.

Master’s degree in a related field.

Familiarity with the MTA’s policies and procedures.

Familiarity with the New York City Subway System and its operations

disclosure statement with the State of New York, if your position earns more than $105,472 (this
figure is subject to change) per year or if the position is designated as a policy maker.
