The Senior Engineering Director Level 2 (Technical Innovation Development) will join the Scope Optimization & Risk unit in C&D’s Development Department. This group is responsible for reviewing and evaluating select MTA capital projects for scope efficiency, proposing innovative approaches, and identifying opportunities to collaborate across the various groups within the MTA and with outside parties to improve the value of our capital investments.
The Senior Engineering Director has a high level of authority for the decision-making, staffing, and budget for their functional area of responsibility, subject to approval regarding the most significant issues by senior management within MTA Construction & Development. The functional area of responsibility includes investigating innovative solutions to design and construction problems to achieve schedule and cost savings while balancing risk, operational impacts, and customer experience. The Senior Engineering Director Level 2 will oversee and administer the Major Capital Review Unit.
Typical duties may include:
Direct all activities of the Major Capital Review Unit (MCRU).
In coordination with executive management, select agenda items for review by the MCRU.
Recruit panelists for the MCRU. Panelists are expected to be the top tier of experts in their expertise. They should be drawn from the design and construction industry, academic and research organizations, and global peer transportation delivery agencies and authorities.
Direct project teams in the development of materials, plans, specifications, and presentations to facilitate the review by the MCRU.
Oversee the administrative execution of MCRU activities, including budget setting, procurement requests, meeting scheduling, report development, reviewing, and distribution.
Study and develop innovative solutions to systemic design and construction problems that can be applied to capital projects to improve results while reducing costs and construction risk and balancing operational and customer impacts.
In support of other responsibilities, use a variety of software and programs to develop/review analysis and design and plan preparation/review; prepare, review, and/or approve proposals, contracts, or cost estimates; negotiates revisions, changes, and additions to contractual agreements with sub-consultants, and clients.
Education and Experience
Bachelor of Science degree in the appropriate Engineering disciplines (Mechanical, Electrical, Civil, Structural, Communications, Track, Signals, Environmental, Fire Protection) or a related field.
Must have a minimum of ten (14) years of related experience.
Must have a minimum of six (8) years in a management or supervisory role and/or project manager role in a large, multi-faceted organization.
An equivalent combination of education and experience may be considered.
Registered NYS Licensed Professional Engineer (PE), or the ability to secure registration within six (6) months required.
Experience in large-scale engineering issues for significant construction projects or projects with highly complex systems preferred.
Experience leading and managing designers, contractors, subcontractors, and/or vendors.
Demonstrated knowledge of applicable industry and NYS building and design codes and standards.
Excellent communication and interpersonal skills.
Demonstrated ability to build relationships and work collaboratively with stakeholders at all internal organizational levels to drive project/program outcomes.
Demonstrated ability to work in a high-profile, high-pressure environment effectively.
Must have focus and ability to deliver on results, organizational effectiveness, and continuous improvement.
Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements.
Must possess excellent team-building, listening, problem-solving, and prioritization skills.
Proficiency in Microsoft Office required.
