JOB TITLE:                           Employee Assistance Program (EAP) Counselor
SALARY RANGE:                 $65,971 - $86,587

SUMMARY

Under general supervision and with wide latitude for independent judgement, performs difficult, professional work in the Psychological Evaluation Unit, Substance Abuse Rehabilitation Program, or EAP Service Division.  Performs assessments and referrals for employees who are mandated to Work Life Services (WLS) as a result of being found to be in violation of the FTA regulations/or the MTA/NYCT drugs and alcohol policies.  Conducts assessments for NYCT, MTA Bus and SIRTOA employees and employment candidates referred by Occupational Health Services’ (OHS) Medical Assessment Centers (MACs) and evaluate the facilitates Intake Assessment and treatment plan to gauge the appropriateness of planned interventions.

RESPONSIBILITIES
  • Comply with all requirements of a Substance Abuse Professional (SAP) as defined by the US Department of Transportation, and all drug and alcohol policies of NYCT Transit.
  • Performs weekly clinical supervisions, consultation and case conferencing, participate in tripartite, probationary, conjoint, and other case conferences associated with compliance and reinstatement issues for mandated cases.
  • Monitor treatment involving client contact to ensure that treatment plan objectives and goals are met.
  • Evaluate the facility’s Intake Assessment and treatment plan to gauge planned interventions
  • Evaluate employee’s work readiness including mental status examination, drug use assessment, and treatment provider’s recommendations.

  • EAP Counselor makes recommendations for returning employees to work.  Employee is not the final decision maker.  Director reviews recommendation and options and moves forward with the decision.
  • Facilitate orientation or other therapeutic groups and manage emergencies or crises.
  • Due to the unionized and multi-cultural nature of the MTA it is important that the candidate be highly organized and be able to communicate at all levels.
  • Testify at Arbitration Hearings about Employee Assistance Program (EAP) procedures, non-compliance and clinical protocol
  • Interface with operating departments, Labor Relations, and other NYC Transit Departments.
  • Candidate’s lack of understanding of the Diagnostic & Statistical Manual—(DSM-V) will pose unusual challenges in making accurate diagnosis.¿Utilizing CORITY database, produces statistical data reports for EAP Clinical Director that are relevant to intakes and active clients’ care and progress.
  • On a monthly basis produce statistical database which tracks client intake, case management, etc.
  • Complete special projects delegated by the Clinical Director.

QUALIFICATION
  • Must have knowledge of disease concept of alcoholism and drug addiction and their appropriate treatment modalities.
  • Must have strong knowledge of Diagnostic & Statistical Manual – DSM-V.
  • Excellent communication and interpersonal skills; ability to relate effectively with physicians and other professionals in a highly structured and complex organization.
  • Excellent organizational and presentation skills.
  • Demonstrated ability to work multicultural clients in a unionized industrial environment.
  • Demonstrated proficiency in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook
EDUCATION AND EXPERIENCE
REQUIRED:
  • A Master’s degree from an accredited college with a major in Psychology, Social Work, Rehabilitation Counseling, Marriage and Family Therapy or Psychiatric Nursing, Substance Abuse Professional (SAP) or CEAP eligible.  A PhD in a related field is highly desirable.
  • Minimum of three years full-time paid experience providing counselling and or psychotherapy.  A PhD may substitute for the three years of experience.  Five years of experience is highly preferred.
  • A New York State Education licensure and/or certification in substance abuse is required at time of appointment.
PREFERRED:
  • Licensed Clinical Social Worker (LCSW), or Licensed Medical Family Therapist.
  • Knowledge of the diagnosis and treatment of chemical dependency and mental health disorders.
  • Certification as a Substance Abuse Professional, as defined by the US Department of Transportation (DOT), is desired at hire or must be obtained if hired.
  • Working knowledge of Domestic Violence issues and services
