JOB TITLE: Senior Accounting Analyst- Capital Invoicing and Project

SALARY RANGE: $71,328 - $93,618

SUPERVISOR: Deputy Director Capital Invoicing & Project Accounting
LOCATION: 2 Broadway New York, NY 10004
HOURS OF WORK: 9:00 am - 5:30 pm (71/2 hours/day)

This position is eligible for telework which is currently one day per week. New hires are eligible
to apply 30 days after their effective date of hire.
Responsibilities
Review, analyze and validate capital invoices, ensure compliance with terms of the
contract.
Maintain and reconcile contract’ budget schedules and related expenditures.
Participate in meetings regarding contracts’ financial issues, discuss invoice procedures
and the payment process.
Ensure contracts and invoices are reviewed and processed in compliance with
regulatory requirements and contract agreements.
Respond to various inquiries of external and internal parties: vendors, Project
Managers, procurement, auditors, others.
Prepare monthly contract reclass journal entries and expense adjustments.
Resolve accounting and payment issues, initiate and document process improvements;
prepare monthly reimbursement package to MTA for payments made on behalf of
MNRR.
Analyze and prepare records for the retainage release and contracts close-outs.
Month-end and year-end accruals for Capital and Operating invoices.
Other duties as required.
Has limited level of authority for decision making, which is subject to approval by
departmental management. Decision-making authority over their immediate
responsibilities is routine or semi-routine with some diversification and occurs within
established, detailed practices and instructions and/or with immediately available
assistance.
May perform analysis and research. Reports findings to immediate supervisor. May be
involved with quality assurance reviews as directed by immediate supervisor.
Exercises proper judgment in responding to inquiries while referring more complex
issues to the appropriate individuals within the department.
Supports implementation of policies and procedures for the department’s group. Does
not make recommendations for policy and procedural changes without final approval
from the Chief.
Qualifications
Meeting tight deadlines for month-end and year-end close.
Ensuring accuracy of Capital invoices processing and timeliness of contractual
payments.
Resolving invoice payment issues among and between project managers, vendors,
procurement and accounts payable
May perform analysis and research. Reports findings to immediate supervisor. May be
involved with quality assurance reviews as directed by immediate supervisor.
Exercises proper judgment in responding to inquiries while referring more complex
issues to the appropriate individuals within the department.

Strong communication and interpersonal skills
Strong organizational and presentation skills.
Proficiency in and/or ability to learn analytical and/or quantitative skills.
Demonstrated proficiency in Microsoft Office Suite or comparable applications, i.e.,
Access, Excel, PowerPoint, and Outlook.
Experience with PeopleSoft Finance Modules
Education and Experience
REQUIRED:
Bachelor’s degree in Accounting or Finance. An equivalent combination of
education and experience from an accredited college may be considered in
lieu of a degree.
Minimum 4 years related experience.
Experience with PeopleSoft Finance Modules or related system.
PREFERRED:
Master’s degree in a related field.
