Salary range: $89,892 - $117,983

Position Objective

 

This position will manage the modeling/simulation of MNR operating plans to assess proposed operation service plans to accommodate Capital Program Infrastructure improvements, Maintenance of Way state of good repair, and short-term & long-term operational strategies.  It will also support the MNR service planning team using models, simulations, and analytics for validating assumptions and ensuring operational resiliency. Maintain MNR's in-house model within RTC. Position will also ensure schedule adherence to service standards and identify strategies to close gaps as needed and serve as technical liaison to MTA headquarters for schedule-related data.

 

Responsibilities:

Perform and analyze simulations, models, and analyses to assess proposed short-term and mid-term operating changes from MNR Service Planning, CTDOT, and MTA C&D consultants to validate/invalidate assumptions with a high degree of certainty

Perform simulations to reflect real-world infrastructure demand for weekly, monthly, and yearly track outages to estimate operational performance and identify risk to OTP from oversaturation of usage

Analyze train performance using the signal system and GPS data to validate the performance of the train within the model

Analyze simulation results and prepare analysis/reports for stakeholder review

Maintain MNR in-house RTC model to ensure accurate simulations

Ensure all schedules promote safety and efficiency of operations

Required Qualifications

  • Excellent ability to evaluate and analyze service impacts of potential service changes (i.e., customer, operating).
  • Working knowledge of operational simulation models and train performance calculators (e.g., RTC, RailSim, etc.).
  • Detail-oriented with strong quantitative and analytical skills.
  • Excellent interpersonal skills with the ability to communicate effectively with internal and external stakeholders.
  • Strong verbal and written communication skills.
  • Strong presentation skills.
  • Ability to operate effectively in high pressure situations with flexibility to adapt to change.
  • Strong ability to exercise a high level of independent judgment and decision-making.
  • Proficiency with Microsoft Office and or comparable applications.

Preferred Qualifications

  • Familiarity with Metro-North Railroad operational practices
  • Familiarity with Metro-North or other railroad signal design principles

 

Required Education/Experience

  • Bachelor’s Degree in Planning, Engineering, Business and/or related field.
  • Minimum of five (5) years of work experience in Transportation Planning, Service Planning, Train Operations, Communications & Signaling, or related field.
  • Minimum of three (3) years of work experience using railroad operations simulation or scheduling software and/or comparable applications.

 

 

Other Information

As an employee of Metro-North Railroad you may be required to complete a New York State financial disclosure statement, if you earn more than $108,638.00 or if you hold a position designated as a policy maker. 

Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.

 

Selection Criteria

Additional Criteria for Current Employees: Current Metro-North employees must be in active service to be eligible for consideration. Agreement Employees applying for a position outside of their present craft are required to have worked in your current union for at least one (1) year preceding the Application Deadline to be eligible to apply for a posted position, and have completed the agreed upon formal training commitment, including on-the-job training or lock-in requirement, if applicable (for example: Signal Trainee, Foreman-In-Training, etc.). If you are transferring to another craft, you may be required to forfeit your seniority in your present union. Non-agreement employees must have worked in your current position for a minimum of one (1) year preceding the Application Deadline. Along with a background investigation (including but not limited to, employment, education, and criminal history), employees are also subject to an internal investigation, which includes an evaluation not limited to discipline records and performance assessments.
