This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.
Reporting to the Director, Security Operations, the Asst. Director, Security Operations (ADSO-West) shall be responsible for all security operations and applications for Security Command Centers, Stations and facilities Long Island Rail Road, i.e. East Side Access, Penn Station, including the development of procedures and protocols pertaining to the classification and distribution of security-sensitive information. This position shall oversee, monitor, evaluate, and ensure compliance with security protocols and procedures, determine the efficiency of the established procedures/protocols and submit recommendations for enhancements where appropriate. The Asst. Director, Security Operations shall coordinate all activities among LIRR personnel, departments, MTA Agencies, and associated consultants, as well as coop (continuity of operations program) representatives of buildings and shall manage timely responses to security incidents, ensuring communication of timely updates to senior security personnel and develop/prepare reports and conduct analysis of various incidents. In addition, this position shall be responsible for records management and confirmation of firewall protection for computer-based data and files. The Asst. Director shall maintain oversight of the various project's needs as it develops to completion, which includes review of security drawings, identifying necessary personnel for the security of the LIRR's vast station area, including the management of the command center personnel, fire safety devices and oversight of 3rd party Fire Safety Director and Fire Safety Officers maintaining the Fire Safety devices and panels.
The Asst. Director shall continue to oversee, manage, monitor, and maintain all security aspects of the new LIRR areas as they are developed and completed. This position will be responsible oversight of all security fire safety training, scheduled and unscheduled post visits, inspections, record-keeping, contract compliance and coordination with the Security Command Center. They will act as a liaison between all Security Departments, MTA Police, NYPCPD, contractors, Safety Department, and local/district LIRR management teams. This position shall also manage the coordination of security projects and contractor activities within the assigned district and ensure compliance with contractor security plans, access procedures, etc. The position shall oversee the video retrieval for AVRM (Audio Visual Recording Monitoring) content. In addition, this position shall oversee the implementation of the key replacement program and be responsible for oversight of maintenance.
Additionally, Assistant Director, Security Operations shall assist in the development of security guard/fire safety post procedures, the development of security emergency plans for special circumstances and events as well as assist other department personnel with general security duties as required.
Responsibilities may include but are not limited to:
Oversee all security programs/requirements and fire safety requirements for East Side Access. Develop procedures and protocols for the classification and distribution of security-sensitive information. Oversee, monitor, evaluate and ensure compliance with security protocols and procedures. Determine the efficiency of established procedures/protocols and provide recommendations for enhancements.
Direct the system administration and ensure the efficient and reliable operation of all electronic security systems including, i.e., alarm, intrusion detection, access control, closed-circuit cameras, video management systems, intercoms, badging and other command and control sub-systems. Ensure interoperability of existing and new LIRR Incident Command Centers (ICCs). Identify/troubleshoot/recommend solutions to the integrated security applications supporting critical business functions and coordinate and direct the configuration and troubleshooting of complex software solutions, servers, clients, storage devices and other hardware supporting LIRR's integrated electronic security environment with MTA IT and Communications.Coordinate hardware and software maintenance requirements with IT, Communications and procurement personnel, analyze/troubleshoot issues, oversee existing system and software upgrades, direct application version control, andensure system documentation and record keeping compliance.
Direct scope analysis, design reviews, project certifications, etc. for security projects, and other projects with security elements. Assist in performing project-specific analyses and project justifications, including high-level risk assessments concerning technological security advancements. Assist in the development of Security System Testing Plans and monitor and certify testing activities.
Develop Technical Scopes of Work (TSOWs) for the implementation of new and/or maintenance of security systems. Oversee 3rd Party Contractors to ensure system technologies are installed and configured and maintenance requirements are performed timely in accordance with contracts within the ESA environment.
Manage timely responses to security incidents and ensure the communication of timely updates to the Office of Security senior management. Prepare reports and conduct analysis of various incidents. Develop and manage security emergency plans for special circumstances and events.

Bachelor's degree in - Operations Management, Information Systems or related field. Demonstrated equivalent experience, education, and/or technical credentials to include an additional four years of related experience may be considered in lieu of degree.
Five (5) years of experience in security related technology projects/programs (planning, developing, implementation).
Knowledge of application management and administration.
Knowledge of standard industrial security practices and emergency management policies and practices.
Demonstrated knowledge of physical access control systems and applications.
Demonstrated knowledge of security video management applications.
Strong leadership, interpersonal communications and negotiating skills.
Ability to analyze problems and develop creative solutions through independent decision making.
Demonstrated ability to manage organizational goals.
Demonstrated ability to manage multiple assignments with fluctuating priorities.
Strong project management skills with adherence to performance expectations and deadlines.

Ability to be on call and respond to emergencies or other calls 24/7 as required.
Available for rotating weekend coverage.
Valid driver's license.
Must be certified NYC S-95 within 6 months of employment or higher certification.
Must have successfully completed the NYC F-58 and F-59 written exams or NYC FLS Director written exam within 18 months of employment.
Must be capable of being certified through LIRR Office of Security on-site requirements within 24 months of employment.
Preferred/Desirable Skills/Qualifications:¿
Experience with the development of security post orders and scheduling.
Experience with management and supervision of contract security guard personnel.
Experience with LENEL, Aurora, or other access control systems/applications.
Knowledge of LIRR operations, policies, procedures, and territory.
Knowledge of NIMS/ICS protocols and appropriate NIMS certifications.
Knowledge of network system technologies and hardware.

- This is a safety sensitive position and subject to toxicological testing.
