Position Objective:

 

Manage and maintain all components of the ISO 50001 Energy Management System, all internal and external reporting requirements. Identify energy saving opportunities, develop and manage energy saving projects. Analyze in depth the budget as it relates to energy and sustainability issues for the development and delivery of railroad wide activity reporting to FTA. Ensure compliance with internal and external energy protocols, budgetary controls, and audits. Provide support for all components of the Energy Management Group.

 

RESPONSIBILITIES:

Develop and maintain Strategic Energy Management Plan (SEMP) in coordination with all components of the EnMS (Energy Management System program), and EMS (Energy Management System software platform), providing a 5-10-year projection for all energy saving initiatives.

Collaborate with Operating Division personnel to identify energy savings opportunities. Evaluate costs and benefits of proposed projects, including energy savings and greenhouse gas reductions and pursue funding streams, including grants and incentives. Travel throughout service territory. Provide onsite project management as needed.

Maintain ISO 50001 Energy Management System, and Certification (ongoing development and maintenance of all activities and documentation in preparation for annual internal audit, and external Surveillance Audit.) Manage the ISO 50001 standard in compliance with each of the sections and subsection components and the associated energy saving initiatives.

Coordinate and deliver various FTA/NTD reports on railroad wide activity for Stations and Maintenance Facilities, Energy Consumption, Monthly Ridership, and others as required. Liaison with Subject Matter Experts in Operating Departments with Q&A from FTA.

Provide data and analysis for quarterly Fuel Hedge Effectiveness GASB 53 reports covering diesel fuel, gasoline, heating fuel and natural gas, and annual ISBeRG report covering electricity and diesel for traction, and non-traction consumptions.

Perform general research and analysis of NYPA agreement and billing, NOAA Heating and Cooling degrees days in support of annual budget. and New Haven Line power purchase agreement for annual savings.

Provide coordination and guidance to MTA agencies in the compliance of ISO 50001 and other ISO standards.

Required Qualifications

Excellent working knowledge of Project Management, ISO 50001 Standard, and budgets.

Ability to review and document a large $100M energy budget including labor and material costs.

Understanding of force account labor and material accounting concepts on a rail transit system.

Expert management analytical skills for variance analysis, cost benefit analysis and statistical cost allocations.

Must be able to work in a high-profile/high-pressure environment.

Strong problem solving and analytical skills.

Knowledge of MS Office Suite (Word, Excel, Access) or comparable applications.

Strong oral presentation and written communications skills.

Strong ability to interact with internal/external customers.

Familiarity with transportation operations.

Strong motivator and self-starter with strong interpersonal people skills.

 

Preferred Qualifications

Familiarity with ISO 50001 Energy Management System and other ISO Standards

Familiarity with Transportation operations, railroad operations preferred.

Familiarity with a transportation operation, preferably a railroad.

Familiarity with MNR and MTA Capital Program procedures and documentation.

 

Required Education/Experience

Bachelor’s Degree in Business, Engineering, Energy/Environmental Management, or Transportation Administration or related field.  Demonstrated equivalent experience to include an additional four years of experience may be considered in lieu of a degree.

Minimum of five (5) years of Project Management experience, reporting and variance analysis, auditing, or similar.

Preferred Education/Experience

Master’s Degree in Business Administration, Public Administration, or related field with a focus on energy management and sustainability.

Background experience and training in Rail Transit Maintenance of Way or Operations is preferred.

Other Information

As an employee of Metro-North Railroad you may be required to complete a New York State financial disclosure statement, if you earn more than $108,638. or if you hold a position designated as a policy maker. 

Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.

Additional Criteria for Current Employees: Current Metro-North employees must be in active service to be eligible for consideration.
