Responsibilities
SIR is looking to hire a strong candidate that will perform several of the following contracts/procurement related functions: Prepare contracts for public works or consultant services or for goods and other services in accordance with Transit procurement practices and All Agency Procurement Guidelines. Conduct internal procurement audits, prepare status reports as required. Track and monitor Forecast Analysis and enter information into the CMS system. Serve as Procurement Card Administrator; track and analyze all Procurement Card purchases. Develop, solicit, negotiate, and award contracts through the Bid process and Request for Proposal (RFP) process, and prepare related documents and analyses. Track and log inventory/non-inventory items. Conduct market surveys and qualification hearings. Prepare and negotiate supplementary agreements such as modifications/task orders covering changes to scopes of work, pricing and/or fee schedules, and contract closeout. Collect, analyze, and report data. Formulate bid submission requirements, bid evaluations, and review vendor qualifications. Serve as liaison to other departments, agencies, and vendors. Provide consultation to client departments for the planning of procurement activities, methods, justifications, and schedules. Prepare cost and price analyses of proposals, formulate negotiation positions, negotiate price for new contracts, contract modifications construction changes order¿¿ and other procurement actions and prepare communications and written narratives summarizing negotiations and their results. This candidate will be working amongst dynamic transportation personnel in an extremely busy environment.

Based on evaluation of education, skills, experience, and interview.
All appointments, with the exception of the Department of Subways employees on MABSTOA payroll, will be made on the NYCT payroll.
